    God bestows upon His elect all that He requires

    " the covenant of grace he (man) is enabled to meet them (requirements of the covenant) only by the regenerating and sanctifying influence of the Holy Spirit. God works in man to will and to do, graciously bestowing upon him all that He requires of him.
